Mr. Hall

While the contents of the draft as far as they go are satisfactory, it seems to me that some additions are necessary.

(a) What about Dr. Hickling's point in his minute of 4/7?

Is any comment needed here?

(b) We should surely express some appreciation of the careful

detailed assessment of the Colony's financial position as set out in the Governor's covering despatch.

(c) As regards paragraph 10, we should comment on the lines

that we note the difficulties which were met with in drafting the necessary legislation for the compulsory registration of businesses, but say that we are glad to

that these have now been overcome and that the tax has now been introduced (that is, if we know that this has actually been done).

see

We should then go on in the sense of paragraph 2 of the present draft.

(a) We should also note with satisfaction the economies which have been achieved (see paragraph 6 and 21), and the decision referred to in paragraph 24 as regards the allocation of funds for the erection of a teachers' training college.

(e) As regards paragraph 28, I think we might ask the

Governor to let us know how the arrangements for the recruitment of these additional constables from Fakistan

(fancy

(f) We should also unless we have heard from him separately)

take note of the modified scheme for the Tai Lam Chung Reservoir, to which reference is made in paragraph 33. (Faragraph 33 should also clearly be extracted for the appropriate papers unless the information is already there and we have already written to the Governor separately saying that we note what this new proposal is).

(g) Our approval of the Estimates should also specifically

cover changes in establishments. The Secretary of State's specific approval for these is required under Colonial Regulation 267.

In view of the time which has elapsed since the Estimates Despatch was received, the proper course now is to send a short telegram approving them and to follow up with a despatch on the lines I have indicated above. In future years this is, I think, in general much the best practice to follow.meless in can get the schistes cleared

quickly (in camy car a dat is desirable Ith inch indasavningen)

lease let me have a draft telegram quickly approving the estimates, including changes in establishments, and say that a despatch follows.
